SUBJECT: Request for discussion on the formation of a Real Property Tax Ad Hoc
Committee
By means of this communication I am requesting 30 minutes on the July17, 2017 Finance
Committee Agenda to discuss the formation of a Real Property Tax Review Ad Hoc committee
to consider necessary changes to the current Real Property Tax policies,practices and
procedures.
This Ad Hoc Committee will be open to up to four County Council members, at least one
representative from: the Mayor's office, the Department of Finance, the Real Property Tax
Division,the Planning Department, Office of the Corporation Counsel, and as many members of
• the public with expertise, general knowledge or interest in current Hawai`i County Real Property
Tax practices that would increase the total membership to not more than 13.
This Ad Hoc Committee will begin its work by reviewing the "Technical Assistance Report
Evaluating Property Tax Policies and Administrative Practices,in Hawai`i County", including its
recommendations, dated March 5, 2012 and filed under Communication No. 641, 2012.
This Ad Hoc Committee will also continue the work of a previous Ad Hoc Committee created by
the County Councils Finance Committee in 2012, via Communication No. 641.4, by discussing
its final report and considering its comments regarding the recommendations found in the
Technical Assistance Report Evaluating Property Tax Policies and Administrative Practices in
Hawai`i County.
Additionally the Ad Hoc Committee will consider policies and practices currently being
implemented and through the process of public/private and government interactions, will discuss
and determine ways to implement best practices for assessing, determining and collecting
Hawai`i County Real Property Taxes to address public critique of the current program.
