Your Committee on Finance, to which was referred Communication No. 338, reports as follows:
Communication No. 338, transmitted by Mayor Harry Kim dated June 15, 2017, nominates
Milton Pavao of Council District 4 to the Hawai`i County Salary Commission.
Ms. Rose Bautista, Executive Assistant to Mayor Kim, introduced Nominee Pavao. Mr. Pavao is a
former director of the County of Hawai`i Department of Water Supply, where he retired after 39 years of
service. He obtained a Bachelor of Science degree in Civil Engineer from the University of Hawai`i at
Manoa and has volunteered in several community organizations, including assisting with the Hawaiian
Paradise Park Community Association and serving as a commissioner on the State Commission on
Water Resource Management. If confirmed,he will serve to fill a term expiring December 31, 2019.
Mr. Pavao stated that it would be an honor to serve on the Salary Commission. Several Council
Members expressed support of Mr. Pavao's appointment to the commission.
Chair David informed Mr. Pavao that he did not need to appear at the Council meeting on July 18, 2017,
for confirmation of his appointment.
Pursuant to Article XIII, Section 13-28 of the Hawai`i County Charter, there shall be a Salary
Commission, which shall consist of nine members appointed by the mayor with the approval of the
Council.
Your Committee on Finance is in accord with the purpose and intent of Communication 338, and
recommends confirmation of the appointment of Milton Pavao to the Hawai`i County Salary
Commission.
