Your Committee on Finance, to which was referred Communication No. 339, reports as follows:
Communication No. 339, transmitted by Mayor Harry Kim dated June 15, 2017, nominates
William Chillingworth of Council District 9 to the Hawai`i County Merit Appeals Board.
Ms. Rose Bautista, Executive Assistant to Mayor Kim, introduced Judge William Chillingworth.
Judge Chillingworth is a lifelong resident of Hawai`i and is a retired Family Court judge with the State
of Hawai`i Judiciary, where he served for over 20 years. He currently serves as Board President of the
Waimea Preservation Association(Waimea Main Street) and is a former Board member and secretary of
the West Mediation Service. If confirmed, he will serve to fill a term ending December 31, 2021. He
states that he is not affiliated with any political party.
Judge Chillingworth stated that it would be an honor to serve on the Merit Appeals Board.
Several Council Members spoke in favor of his nomination. Committee Chair David informed
Judge Chillingworth that he did not need to appear at the Council meeting on July 18, 2017, for
confirmation of his appointment.
Pursuant to Article VII, Chapter 1, Section 7-1.2 of the Hawai`i County Charter, there shall be a Merit
Appeals Board, which shall consist of five members appointed by the mayor with the approval of the
Council.
Your Committee on Finance is in accord with the purpose and intent of Communication 339, and
recommends confirmation of the appointment of William Chillingworth to the Hawai`i County Merit
Appeals Board.
