The facty was allowed as a public use building, under Section 25-4-1 1 They are now applying for a sign variance. The request for the variance is to install a non-illuminated ground sign forthe following reasons: 1) The sign is necessary because there are no physical markings on the property to describe its use and function. There is no identifying address on Waianuenue Ave. fronting the property as well. The sign will easily notify the public of HPOC location and address, 2) It is an important facility for people receiving chemotherapy treatments and medical assistance. It is imperative that these people can easily find their treatment :enter. This is extremely important for the elderly,people in need of medical treatment or that have sight limitations. In residential zones the signage area is limited to 6 square feet,which is not adequate for a facility of this importance. Being located directly across the street from Hilo Hospital and the Emergency Room; their signage has the ability to attract one's attention,and further the confusion of where patients and their loved ones, need to go. Installing a sign of 15 square feet will be just adequate enough for the benefit and interest for the public.The size of the sign is appropriate to the lots frontage size with county codes(if zoned commercial). 3) The new sign will be color coordinated with existing building and the adjacenttrash enclosure. 4) Granting the variance will not adversely affect the rights of the adjacent property owners due to the fact that the lot on the left is a parking lot for the hospital; second lot to the left is also a parking lot and owned by the State of Hawaii (for the hospital);the,lot behind is owned by Hilo Medical Investors and the lot on the right side was just purchased by Hilo hospital as well. The sign we are proposing will help the public, in fact it will only serve to help in the interest, convenience, safety andwelfare for the public. The fact that the sign is non-illuminated, it will not adver5ely affect resident drivers at night when HPOC is closed.
