No. 332/Bill No. 48 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 1:43 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Works and Parks and Recreation,to which was referred Bill 48, reports <br /> as follows: <br /> Bill 48,transmitted by Council Member Sue Lee Loy, via Communication 332, dated June 16, 2017, <br /> amends Chapter 14, Article 1, of the Hawai`i County Code 1983 (2016 Edition, as amended), relating to <br /> alcoholic beverages. <br /> The bill adds James Kealoha Beach Park to the list of public parks where intoxicating liquors are <br /> completely prohibited. It removes James Kealoha Beach Park from the list where drinking of <br /> intoxicating liquors is allowed between the hours of 10 am and 10 pm. <br /> There was widespread community support for this measure. Testifier Mark Lau was the closest resident <br /> to the park and objected to the trash left behind, the drunken driving, and the abusive behavior. Police <br /> Captain Esteban and Community Police Officer Matt Lewis fully supported this ban and recited many <br /> instances of criminal behavior.
