No. 332/Bill No. 48 PLACE: Council Chambers Hilo, Hawai`i TIME: 1:43 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Public Works and Parks and Recreation,to which was referred Bill 48, reports as follows: Bill 48,transmitted by Council Member Sue Lee Loy, via Communication 332, dated June 16, 2017, amends Chapter 14, Article 1, of the Hawai`i County Code 1983 (2016 Edition, as amended), relating to alcoholic beverages. The bill adds James Kealoha Beach Park to the list of public parks where intoxicating liquors are completely prohibited. It removes James Kealoha Beach Park from the list where drinking of intoxicating liquors is allowed between the hours of 10 am and 10 pm. There was widespread community support for this measure. Testifier Mark Lau was the closest resident to the park and objected to the trash left behind, the drunken driving, and the abusive behavior. Police Captain Esteban and Community Police Officer Matt Lewis fully supported this ban and recited many instances of criminal behavior. Police response to calls involving alcohol consumption has put a serious strain on the Police force.
