No. 334/Bill No. 50 PLACE: Council Chambers Hilo, Hawai`i TIME: 1:43 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Public Works and Parks and Recreation, to which was referred Bill 50, reports as follows: Bill 50, transmitted by Public Works Director Frank De Marco, via Communication 334, dated June 19, 2017, amends Chapter 5, "Building," and Chapter 27, "Flood Control," of the Hawai`i County Code 1983 (2016 Edition, as amended),to comply with the.National Flood Insurance Program (NFIP) regulations. A revised Flood Insurance Rate Map (FIRM) for Hawai`i County will become effective on September 29, 2017. A March 29, 2017 Letter of Final Determination(LFD) requires the adoption or amendment of floodplain regulations within 6 months, or Hawaii County would be suspended from the NFIP, which would make flood insurance and Federal disaster assistance unavailable. Questions about what the revisions of the regulations would do and how that would affect homeowners were asked by most of the council members. Deputy Director Allen Simeon and DPW engineer Bryce Hamada were present to answer specific questions. Most of the changes were minor or clerical. Agricultural buildings exempt from building permits will remain exempt, however, they must check to see if they are in a flood plain. All participants agreed this measure should move forward.
