Re: `97 Legislative Package
ARer carefully reviewing Hawaii County's planning needs, I am asking for your approval
of the following for inclusion in the 1997 Legislative Package:
1. Construction of drainage and safety improvements along the north side of
Kaumana Drive between Chong Street and Alahelenui Street at an estimated cost
of $1,500,000.
2. Continued support for the Saddle Road Project which will provide an improved
highway linkage between East and West Hawaii.
3. Funding for the construction of the Puainako Extension Project between
Komohana Street and Country Club Road at an estimated cost of $3,850,000
which shall be used to match Federal Highway Funds.
4. A business incubation center for University Park of which $700,000 will be
funded from the State and $2.8 million in matching funds will come from the
Federal Government.
This section of Kaumana Drive's lack of coverage for the open drainage ditch closely
paralleling the drive, absence of pedestrian and bike pathways, and nonexistent shoulder
and recovery areas for automobiles underscore the urgency and importance of addressing
these public safety needs for the growing communities in this area as well as for all others
who use this drive.
The Saddle Road Project to establish a major high standard link between East and West
Hawaii and the Puainako Extension Project to complete this East-West link are already
well-established as critical priorities that would greatly move our county's economic

progress into the 21st century. Your lobbying efforts to secure successfully the 1997
State Legislature's approval to support fully the Saddle Road Project and to fund the
Puainako Extension and business incubation center at the University of Hawaii at Hilo
would be truly landmazk achievements.
