HomeMy WebLinkAboutRES 238 Draft 01 2016-2018 i17 * COUNTYOFHAWAIISTATE OF HAWAII RESOLUTION NO. 238 17 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE CONSERVATION COUNCIL FOR HAWAII FOR THE `OHI`A LOVE FEST COMMUNITY EVENT TO SUPPORT EDUCATION AND AWARENESS OF RAPID `OHI`A DEATH. WHEREAS, the Conservation Council for Hawai`i is a local 501(c)(3) nonprofit organization dedicated to protecting native Hawaiian plants, animals, and ecosystems for future generations; and WHEREAS,the Conservation Council for Hawai`i is working with the University of Hawai`i's College of Tropical Agriculture and Human Resources Cooperative Extension Service to coordinate the `Ohi`a Love Fest, which will be held on August 27, 2017, at the `Imiloa Astronomy Center, to educate and promote awareness of Rapid `Ohi`a Death; and WHEREAS,Rapid `Ohi`a Death is a new fungal disease that was first reported on Hawai`i Island in 2010, which has already killed hundreds of thousands of`ohi`a lehua trees across more than 50,000 acres on Hawaii Island; and WHEREAS, `ohi`a lehua is endemic to Hawai`i and is the backbone of Hawai`i's native forests and watersheds, the source of fresh water on our island; and WHEREAS, the `Ohi`a Love Fest will be an informational event with several participating collaborators including the Department of Land and Natural Resources' Division of Forestry and Wildlife, State of Hawai`i Department of Agriculture's Plant Quarantine Branch, United States Department of Agriculture's (USDA)Agricultural Research Service, USDA Forest Service, Three Mountain Alliance, The Nature Conservancy, Big Island Invasive Species Committee, University of Hawaii at Hilo, Kohala Watershed Partnership, and Hawai`i Volcanoes National Park; and WHEREAS, this community event falls within the Department of Research and Development's mission to facilitate/support the sustainability of Hawaii Island's communities through community-based collaborations and capacity-building services; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 4 will be appropriated to the Department of Research and Development to provide a grant to the Conservation Council for Hawaii to support the `Ohi`a Love Fest on August 27, 2017, in Hilo. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $6,500 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC—Contingency Relief $6,500 CREDITED TO: 010.161.5162.98 Department of Research and Development $6,500 HI Cty Resource Center 115 Misc. Contract Services • (Conservation Council for Hawai`i—`Ohi`a Love Fest) BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Research and Development and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
