RESIDENCES PHASE 2
Implements a County project based housing assistance payment agreement to
subsidize Mohouli Senior Residences Phase 2. The Office of Housing and
Community Development would like to assist 30 units under the funding available
for this purpose.

The Windward and Leeward Planning Commissions forward their favorable
recommendations for this amendment to the Zoning Code, which would remove
all references to community buildings, amend the definition of meeting facility,
and identify what zoning districts require a special permit or a use permit to allow
for a meeting facility.

AMENDED), TO COMPLY WITH NATIONAL FLOOD INSURANCE
PROGRAM (NFIP) REGULATIONS
Pursuant to a Letter of Final Determination, dated March 29, 2017, received by the
Federal Emergency Management Agency, Hawai‘i County is required to adopt or
amend its floodplain management regulations to reflect changes in the revised
Flood Insurance Rate Map (FIRM) prior to September 29, 2017, the FIRM’s
effective date. Non-compliance may subject the County to suspension from the
NFIP, which would make flood insurance and certain types of Federal disaster
assistance unavailable.

Bill 51: AMENDS ORDINANCE NO. 17-39, AS AMENDED, THE OPERATING
BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR
ENDING JUNE 30, 2018
Appropriates revenues in the Federal Grants – Workforce Innovation Opportunity
Act (WIOA) account ($1,521,232); and appropriates the same to the following
2017-18 WIOA accounts: Administration Planning ($152,121); Adult Program
($495,316); Dislocated Worker Program ($405,276); and Youth Program
($468,519). Funds would be used to assist adults, dislocated workers, and youth
by providing services that will train individuals to increase employment, retention,
earnings, skills, and literacy.
