From Planning Director Sidney Fuke dated October 29 ,
1982 , informing the administration has taken the
position that functional plans should be used only
as guides and not mandates, and requests support of
their proposal that the law be amended to reflect
this concern;
recommends Council support the administration' s position that the law be
amended that functional plans be used only as guides and not mandates.
