Your Committee on Planning to which was -referred:
Apt, Comm. 1349 : STATE FUNCTIONAL PLANS
From Harvey Weeks , Chairman, West Hawaii Committee ,
dated September 7 , 1983, recommending that the State
Functional Plans be used as "planning reference materials"
only and that they be retitled as Planning Reference
Material and enacted into State Law as such, and not
enacted into law as a mandated set plan that must be
implemented and funded;
recommends the communication be placed on file; and reiterate
position taken that the State Functional Plans be used only as
guides for planning purposes , and not mandates ; (PC-159)
