Your Committee on Planning to which was referred Resolution No.
878-84 entitled, "Resolution Amending Resolution No. 2-80 , Adopted on
December 1, 1980 , Rules of Procedure of the Council of the County of
Hawaii , By The Addition Of A New Rule Thereto" , reports as follows:
The purpose of this resolution is to amend the.-Rules of Procedure of
the County Council by adding Rule 26 authorizing the issuance of
Certificates of Merit.
Certificates of Merit would eliminate most of the congratulatory
resolutions presently processed by the Council. These certificates
would require no formal action by the Council. This new procedure
would economize on materials and reduce staff hours spent on research
and drafting.
Your Committee on Planning has amended the resolution to delete the
requirement of securing four signatures for the certificates as
provided by Item 3 . However , the sponsoring Councilmember shall
still be responsible for securing signatures of other Councilmembers .
The Committee concurs with the intent and purpose of Resolution No.
878-84 , as revised, and recommends its adoption.
The above action was adopted at the Committee meeting of
April 11, 1984 by the following vote:

Schutte
Opposed: None
Absent and Excused: Committee members Dahlberg, De Luz , and
Lai
