Your Committee on Planning to which was referred Resolution No.
879-84 entitled, "Resolution Amending Resolution No. 2-80 Adopted on
December 1, 1980 , Rules of Procedure of the Council of the County of
Hawaii By The Addition of a New Rule Thereto" , reports as follows:
The purpose of this resolution is to amend the Rules of Procedure of
the County Council by adding Rule 27 , incorporating the procedure and
policy relative to the adoption of resolutions
Rule 27 categorizes the types of resolutions into formal and informal
resolutions . Formal resolutions include official decisions ,
legislative-like matters, and official requests or opinions .
Informal resolutions include automatic resolutions honoring
retirement or condolence on death of an elected county official; and
optional resolutions of condolence on the death of former elected or
top level appointed office holders in government or of exceptional
public personalities. A Councilmember is limited to twelve (12)
optional resolutions per calendar year .
Your Committee on Planning has amended the resolution to delete the
twelve (12) per calendar year limitation as provided by Item 2 (b) as
the Committee felt that it was not necessary to limit a Councilmember
in introducing condolence resolutions .
The Committee concurs with the intent and purpose of Resolution
No. 879-84 , as revised, and recommends its adoption.
The above action was adopted at the Committee meeting of
April 11, 1984 by the following vote:
In Favor : Committee members Fujii, Hale , Kawahara, and
Schutte
Opposed: None
Absent and Excused: Committee members Dahlberg, De Luz , and
Lai
