Your Committee on Planning to which was referred Bill No. 1075
regarding rezoning request of Gamlon Corporation, TMK: 7-6-21:4 ,
9-13 , and 15-17 , reports as follows:
The purpose of this bill is to change the district classification
from an Unplanned (U) to a Single Family Residential - 15 ,000 square
foot (RS-15) and Multiple Residential - 5 ,000 square foot (RM-5)
zoned district at Holualoa 1st and 2nd, North Kona, Hawaii .
The Planning Director has indicated the requested zone changes
conform to the General Plan Land Use Pattern Allocation Guide (LUPAG)
Map which designates the area for Alternate Urban Expansion (AUE) .
The applicant intends to construct 215 , 15 ,000-square foot lots and
475 multiple-residentialunits. The applicant also intends to

construct homes on approximately 25 to 50 percent of the proposed
single family residential lots, and market them as house/lot
packages. Of the 475 multiple residential units , approximately 50
units will be available for low- and moderate-income families .
Water for the proposed development is expected to be provided by the
Department of Water Supply' s water exploration and development
program. The petitioner has contributed funds to the exploration
program. The zoning of the property, as conditioned by the State
Land Use Commission, will be in increments contingent upon a proven
-water source.
Other conditions require improvements to the intersections with
Kuakini Highway and the Kuakini Highway Extension. Roadways proposed
for dedications should meet certain standards and approval of the
Department of Public Works,

A drainage master plan must be submitted to the Department of Public
Works and the petitioner is required to construct drainage,
improvements.
The following concerns were raised in Committee:
a) specific site location of the proposed private park ;
b) the sewer/waste water treatment facilities;
c) drainage problems through the proposed project and impact
upon makai properties.
The developer indicated they are currently grading the property for
topographical analysis. An engineering inspection is scheduled for
April 19 , at which time a suitable park site will be slected and
drainage plans will be formulated. The developer also indicated a
sewer/waste water treatment will be handled in the following manner :
private treatment facility will be installed for the multiple family
residential units and cesspools will be utilized: for the single
family residential units.
Your Committee on Planning is in accord with the intent and purpose
of Bill No. 1075 and recommends that it pass first reading.
The above action was adopted at the Committee meeting of
April 11, 1984 by the following vote:
