Your Committee on Planning to which was referred Bill No . 1080
entitled: "An Ordinance Amending Division 11, Article 1, Chapter 25
(Zoning Code) , of the Hawaii County Code 1983 , As Amended, Relating
to Off Street Parking" , reports as follows :
The purpose of this bill is to amend certain subsections of
Section 25-73 relating to the parking requirements.
The bill specifies that projects which received plan approval prior
to November 29 , 1983 would be subject to the old parking regulations ,
with a one year grace period.
The proposed parking requirements are as follows :
1. Banks, post offices, commercial, professional and government
offices which provide public service are required one stall
for each 300 square feet of gross floor area in CG and CO
zones and one stall for each 400 square feet of gross floor
area in CV and CN zones.
2 . Clubs, lodges, social orders, etc. , are required one stall
per 100 square feet of gross floor area in the principal
assembly, plus one stall per employee. For buildings with
no principal assembly area, one stall per 200 square feet of
gross floor area is required.
3 . Medical or dental clinics and sole practitioners are
required five stalls per professional practitioner in CG and
CO zones and four stalls per professional practitioner in CV
and CN zones.
4 . Furniture and appliance stores, household equipment or
repair shops are required one stall per 500 square feet of
gross floor area.

5. Restaurants and bars where the main use utilizes the entire
building are required one stall per 150 square feet of gross
floor area and one stall per 200 square feet of floor area
of restaurants in a mixed-used building .
Your Committee on Planning is in accord with the intent and purpose
of Bill No . 1080 and recommends that it pass first reading .
