Your Committee on Planning to which was referred Bill No. 1087
regarding the rezoning request of Waikii Ranch Associates ,
TMK: 6-7-1: 21, 22, 28, 31, 32, and portions of 29 and 30, reports as
follows:
The purpose of this bill is to change the district classification
from an Agricultural 40-acre (A-40a) to Agricultural 80-acre (A-80a) ,
Agricultural 20-acre (A-20a) , Agricultural 10-acre (A-10a) and
Open (0) zoned districts at Waikii , Waikoloa, South Kohala, Hawaii .
The applicant intends to establish a ranching community with cattle
raising and breeding as the primary agricultural uses. The planned
development will consist of 160 ten-acre lots , 30 twenty-acre lots ,
and 15 forty-acre lots encompassing a total of 2, 821 acres . Another
174 acres will be, held under central management for ranch facilities ,
roadways and utilities .
The developer is embarking on an innovative approach to cattle
ranching by the implementation of a central management system which
will develop a communal approach to cattle ranching. Ranching
operations are expected to be conducted through the use of lands from
a homeowners community association, which would retain a professional
ranch manager responsible for overseeing ranch operations .
The zone change conforms to the General Plan Land Use Pattern
Allocation Guide (LUPAG) Map which designates the area for Intensive
Agriculture.
The property will be zoned in two increments and this bill restricts
any further subdivision of parcels. The use of the land is
restricted to agriculture through the imposition of covenants .
A comprehensive drainage master plan is required with the
installation of a drainage system. New utility lines are required to
be placed underground. Water is expected to be provided by the
developer .

Your committee raised concerns on the communal ranching approach and
how the parcelization would intensify the agricultural productivity
of these lands . However, the developer has assured your committee
that the ranching operations would be perpetuated through restrictive
covenants . Further, the rezoning of the second increment is
conditioned upon the development of ranching operations with a
production level of at least 1, 500 heads .
Your Committee on Planning is in accord with the intent and purpose
of Bill No. 1087 and recommends that it pass first reading.
