Your Committee on Planning to which was referred Communication 1649,
regarding the Hawaii State Association of Counties (HSAC) Executive
Committee meeting of June 22, 1984, reports as follows:
Item C of the report requires Council ' s action of three proposals
that were submitted for the use of the 18,320 savings incurred by the
purchase of discount airline coupons . The three proposals are:
(a) Expand the WIR-NACo account to include staff travel for
HSAC purposes .
(b) Exempt the host county of the Inter-Governmental Relations
Committee and the Planning and Economic Committee from the
$500 assessment and the balance of 17,320 be reimbursed to
the counties. (Each county to receive 11,830)
(c) Keep all monies in surplus.
Item II of the report requires Council ' s action on an amendment to
Section 4 of the HSAC By-Laws which amends the term of office to
coincide with the July 1 - June 30 fiscal year rather than from
election to election.
Your Committee on Planning favors proposal (b) of Item C to exempt
the host county of the Inter-Governmental Relations Committee and the
Planning and Economic Committee from the 1500 assessment and
reimburse the balance of $7 ,320 to the counties. Your committee also
concurs with the proposed By-Laws amendment and recommends Council ' s
approval. a
