Your Committee on Planning, to which was referred till No. 1077,
Draft 2, entitled: "An Ordinance Amending Section 25-251,
Article 21, Chapter 25 ( Zoning Code) , of the Hawaii County Code 1983 ,
As Amended, Relating to Planned Unit Development, " reports as follows :
The purpose of this bill is to add a new subsection relating to
provisions of the height limit under the Planned Unit Development
(PUD) process to encourage comprehensive site planning which
maximizes the development of our lands by allowing diversification in
the relationships of various uses , buildings , structure, open spaces
and yards , building heights , and lot sizes in planned building groups .
Draft 2 deletes the calculations of the Mauka View Plane, Side Yard
Lines of Sight, Building Backdrop, and Absolute Maximum Height for
height limitations . This simplified version sets the maximum height
at 75 feet . It also recognizes the responsibility of the developers
to maintain proper visuals to preserve the aesthetic value of the
development .
Your Committee on Planning is in accord with the intent and purpose
of Draft 2 of Bill No. 1077 and recommends that it pass second and
final reading.
