Your Committee on Planning, to which was referred Bill No. 1116 .
regarding the rezoning request of Kaloko II Partnership,
TMK: 7-3-24: 16 , reports as follows:
The purpose of this bill is to change the district classification of
74 acres from an Agricultural 20-acre (A-20a) to an Agricultural
3-acre (A-3a) zoned district at Kaloko, North Kona, Hawaii .
The petitioner intends to subdivide the property into twenty-three
3-acre parcels to be utilized for improved pasturelands . The
petitioner proposes to operate the improved parcels as pastureland
paddocks for livestock in a cooperative fashion; where the livestock
are moved from paddock to paddock as decided by a manager . This
method of operation will be incorporated into the subdivision
covenants and restrictions, so that all homeowners must be
cooperatively involved.
The requested zone change conforms to the General Plan Land Use
Pattern Allocation Guide (LUPAG) map which designates the area for
Orchard and Alternate Urban Expansion (AUE) .
All essential utilities and services are or will be available to
accommodate the proposed development . Water is expected to be
provided by the Department of Water Supply ' s water exploratory and
development program which has been initiated. The petitioner has
contributed funds for the exploratory phase of the program. With
regards to drainage, a comprehensive drainage master plan, meeting
with the approval of the Department of Public Works is required.
Your Committee on Planning is in accord with the intent and purpose
of Bill No. 1116 and recommends that it pass first reading. ,
