Your Committee on Planning, to which was referred Bill No. 1117
regarding the rezoning request of Honolii Partners, TMK: 2-7-03 :26,
reports as follows:
The purpose of this bill is to change the district classification of
8.7 acres from an Agricultural 20-acre (A20-a) to a Single Family
Residential - 15 ,000 square foot (RS-15 ) zoned district at Paukaa,
South Hilo, Hawaii .
The petitioner intends to develop an 11-lot residential subdivision
with parcels ranging from .64 to 1 .06 acres in size. According to
the petitioner , the proposed development would complement the
existing residential areas as well as have a beneficial impact on the
housing market.
The requested zone change conforms to the General Plan Land Use
Pattern Allocation Guide (LUPAG) Map which designates the area for
Low Density Urban Development. This rezoning request falls below the
maximum density allowed for residential use which is four units per
acre.
All essential utilities, including water, are available to the
property. Cesspools is expected to be used as a method of sewage
disposal. A drainage system in accordance with the Department of
Public Works is required.
Your Committee on Planning is in accord with the intent and purpose
of Bill No. 1117 and recommends that it pass second and final reading.
