Your Committee on Planning, to which was referred Bill No. 1118
entitled: "An Ordinance Amending Article 11 of the Hawaii County
Code, 1983, As Amended, Relating to Exceptional Trees, " reports as
follows:
The purpose of this bill is to amend Article 11, by adding a new
section, designating eleven trees as "Exceptional Trees of the County
of Hawaii" , in accordance with the provisions of Ordinance 84-22.
The State Legislature initiated the exceptional tree program to
recognize and protect trees found to have historic or cultural value,
or found to be exceptional by age, rarity, location, size, aesthetic
quality or endemic status. The Legislature adopted this policy to
safeguard exceptional trees from destruction due to improper land
development.
Your Committee on Planning is in accord with the intent and purpose
of Bill No. 118 and recommends that it pass first reading.
