Your Committee on Planning, to which was referred Bill No. 1120
regarding the rezoning request of Kohala Makai I, TMK: 5-9-01: 6,
reports as follows :
The purpose of this bill is to change the district classification
from an Unplanned (U) to a Multiple Residential - 4,000 square foot
(RM-4) zoned district, at Waika, North Kohala, Hawaii .
The petitioner intends to develop a 416-unit multi-family residential
project on 38.249 acres of land. The buildings are not expected to
be more than 3 stories in height .
The rezoning request conforms to the General Plan Land Use Pattern
Allocation Guide (LUPAG) Map which designates the area for Medium
Density Urban Development, as amended by Ordinance 878 in
April 1983. The requested multiple residential density furnishes
approximately 10 units per acre which is within the allowable density
of 35 units per acre.
Council recognized the potential of South Kohala as a major resort
area and has expended funds to provide the necessary water for
development. Because of its proximity to South Kohala, the proposed
development would be in consonance with Council ' s commitment to
development, as it would provide the necessary housing for the
expanding resort area of South Kohala.

It should be pointed out that the developer is expected to provide
all necessaryutilities and services which include a private water
system, a private wastewater system, an adequate drainage system, and
proper accesses to the property.
Your Committee on Planning is in accord with the intent and purpose
of Bill No. 1120 and recommends that it pass first reading.
