Your Committee on Planning, to which was referred Bill No. 1129
regarding the rezoning request of Hawaiian Trust Co. , Ltd. ,
TMK: 1-7-16:35; 1-7-17 :1 & 43 ; and 1-7-27 :1, - reports as follows:
The purpose of this bill is to change the district classification of
348 acres from an Agricultural 20-acre (A-20a) to an Agricultural
1-acre (A-la) zoned district at Keaau, Puna, Hawaii .
The petitioner, the owner of the land acting on behalf of the
beneficiaries of the Puna Sugar Trust, intends to create a 315-lot
subdivision consisting of 1-acre sized lots. The beneficiaries are
present and former employees of the Puna Sugar Company which is
phasing out its operation. Puna Sugar is providing the beneficiaries
with land, equipment, and administrative funds through a transition
trust, for agricultural endeavors.
The Land Use Pattern Allocation Guide (LUPAG) Map designates the
property for Low Density Urban Development and Orchard uses. With
such a designation, the area is planned for future low density
residential and rural activities . The requested Agricultural 1-acre
(A-la) zoning and proposed development conform to the General Plan
land use designations and future plans for the area.
The phasing out of Puna Sugar Company prompted the 1984 State
Legislature to adopt a resolution requesting the Mayor and Council
Chairman of the County of Hawaii to assemble an Economic Transition
Assistance Team to assist those affected by the closing of Puna
Sugar . The purpose of the assistance team is to investigate,
develop, and endorse a plan of action to assist those affected by the
closing of Puna Sugar in finding and securing employment
opportunities. The granting of this rezoning request would fulfill
the intent and purpose of the adopted resolution.

All essential utilities and services areor will be made available to
accommodate the proposed development. Public water is available to
the property and arrangements for a water commitment have been made
with the Department of Water Supply. The installation of a drainage
system is required in accordance with the requirements of the
Department of Public Works .
Your Committee on Planning is in accord with the intent and purpose
of. Bill No. 1129 and recommends that it pass first reading.
