Your Committee on Planning to which was referred Bill No. 1132
regarding the rezoning request of Ernest Texeira, TMK: 4-5-10 :85,
reports as follows:
The purpose of this bill is to change the district classification of
2.8 acres from a Single Family Residential - 10,000 square foot
(RS-10) to a Village Commercial - 7,500 square foot (CV-7 .5) zoned
district at Honokaa, Paalaea, Hamakua, Hawaii .
The petitioner intends to develop a commercial venture by
establishing a restaurant/banquet hall and commercial rental, space
under a 7,000 square foot building. The petitioner also intends to
provide park space on the property to be used as a scenic overlook .
The Honokaa Urban Design Plan adopted by Ordinance No. 463 designates
Mamane Street as the commercial core of Honokaa. Within this plan,
there are approximately 26 acres available for village commercial
development, the majority of which is centered within this commercial
core. Your committee finds that commercial developments are hindered
within the constraints of the designated commercial core. The
development as proposed by the petitioner would add to the employment
opportunities as well as provide much needed restaurant/banquet
facilities, complemented by a scenic overlook.
The granting of this rezoning request is also in consonance with the
committee 's earlier action of approving Bill No. 1098 amending the
General Plan redesignating the area for "Medium Density Urban
Development. "
