Your Committee on Planning to which was referred Bill No. 1080 ,
Draft 3 , entitled: "An Ordinance Amending Division 11, Article 1 ,
Chapter 25 (Zoning Code) , of the Hawaii County Code 1983 , As Amended,
Relating to Off Street Parking, " reports as follows:
The purpose of this bill is to amend Section 25-73 by requiring a
minimum parking regulation for developments. The imposition of the
present parking requirements places an undue burden upon developers.
This bill would make it incumbent upon the developer to provide the
adequate amount of parking to accommodate the anticipated level of
traffic for the intended activity.

This bill repeals the present parking requirements for various uses
and replaces it with minimum requirements for uses in the districts .
Districts requiring parking regulations -are Village Commercial (CV)
and Neighborhood Commercial (CN) , Commercial Office (CO) and General
Commercial (CG) , Resort-Hotel (V) ,, and Multiple Family
Residential (RM) . '
Your Committee conducted an in depth discussion as to parking
requirements by zoned districts versus parking requirements by
various uses . Your Committee feels that government should not
intervene on parking requirements and should place the burden upon
the developer to provide adequate amount of parking to accommodate
the intended activity.
Your Committee 'on Planning is in accord with the intent and purpose
of Bill No. 1080, Draft 3 , and recommend/ at it pass second reading.
