Your Committee. on Planning to which, was referred Communication
No. 1738 from HSAC Vice President Merle K. Lai , regarding a report of
the October 12, 1984, HSAC Executive Committee Meeting, reports as
follows:
The HSAC Executive Committee requestedeachof the counties to
discuss the use of unappropriated funds and to forward its
recommendation to the Executive Committee for purposes of policy
formulation.
Your Committee on Planning recognized that HSAC' s strength is in its
coordinated lobbying effort. Excess monies could be used for
strengthening the existing lobbying program.
Your Committee on Planning recommends that the Hawaii County Council
recommend to the HSAC Executive Committee that the use of unexpended
funds be decided by the Committee to which the funds were
appropriated. Your Committee also recommends that the HSAC
Committees submit their proposed use of the funds to the HSAC
Executive Committee for final approval.
