Your Committee on Planning to which was referred Bill No. 1144
regarding the rezoning request of Arthur Akina, Jr . , TMK: 6-6-02: 25,
reports as follows :
The purpose ofthis, bill is to change the district classification of
a 49,502 square foot property from an Open (0) to a Single Family
Residential - 15,000 square foot (RS-15) zoned district at Wailea
Bay, Lalamilo, South Kohala, Hawaii .
. The petitioner is requesting the zone change to make certain
structural expansion and improvements to the existing cottage on the
property. .Under the present Open zoned district, expansions are not.
allowed .
Although the petitioner does not intend to subdivide the property,
should such subdivision be contemplated, the existing easement to the
property should be improved. Further, water will not be available to
the additional lots unless source and transmission improvements are
made in the area.
The requested zone change conforms to the General Plan Land Use
Pattern Allocation Guide .(LUPAG) Map which designates the area for
Low Density Urban Development . Further , rezoning to the RS-15
designation would be consistent with the adjacent lots within the
Wailea Beach Lots Subdivision.
Your Committee on Planning is in accord with theintent and purpose
oBill No . 1144 and recommends that it pass first reading .
