Your Committee on Public Works and Parks and Recreation, to which was referred Res. No. 234-17,
reports as follows:
Resolution No. 234-17, transmitted by Public Works Director Frank De Marco, via Communication 344
dated June 16, 2017, accepts the dedication of Kohanaiki Frontage Road, identified as Tax Map Keys:
(3) 7-3-009:066 and (3) 7-3-009:067, situated at Kohanaiki, District of North Kona, Island and County
of Hawai`i, State of Hawaii from Kohanaiki Shores LLC, a Delaware limited liability company and
Rutter/KW Kohanaiki LLC, a Hawai`i limited liability company.
Kohanaiki Shores is desirous of dedicating the above roadways and all improvements thereon to the
County of Hawai`i for roadway purposes, and the roadways and improvements have been inspected and
approved by the Department of Public Works, and received dedication approval from the Department of
Water Supply, the Planning Department and the Department of Environmental Management.
Deputy Corporation Counsel Ron Kim was in the Hilo Council Chambers to answer questions. Council
Member Eoff said that Frontage Road stops at the Ocean Thermal Energy Conversion Park border and
restarts at the O`oma development border. She questioned whether the gap will be opened up for the
public, so they could have a route parallel to the existing highway. Mr. Kim did not know the answer
and said State Highways may be involved, and they would be asked. There were no further questions.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and intent of
Resolution No. 234-17, and recommends its adoption.
