AN ORDINANCE AMENDING CHAPTER 15,ARTICLE 7 OF THE HAWAII
COUNTY CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO THE
VETERANS ADVISORY COMMITTEE.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Purpose. The Veterans Advisory Committee recommended in 2014 that
the County Code be amended to remove several inactive veterans organizations from the list of
organizations required to be represented on the committee. Because these organizations are no
_ longer active, their representatives do not attend committee meetings. This results in a lack of
quorum and hampers the committee's ability to conduct meetings. This bill would correct this
situation by: removing inactive veterans organizations; adding two new veterans organizations;
and reducing the required number of at large members from three to one.
SECTION 2. Chapter 15, article 7, section 15-61, of the Hawaii County Code 1983
(2016 Edition, as amended), is amended to read as follows:
"Section 15-61. Organization.
The veterans advisory committee shall be composed of[sixteen] twelve members, who
shall be appointed by the mayor, confirmed by the council, and may be removed by the mayor
with the approval of the council. In addition, the Hawai`i Island Veterans Services Counselor of
the Office of Veterans Services (Department of Defense of the State of Hawaii) and the Director
of the Department of Parks and Recreation, or their designated representatives, shall serve as ex-
officio members of the committee, without the power to vote."
SECTION 3. Chapter 15, article 7, section 15-62, of the Hawaii County Code 1983
(2016 Edition, as amended), is amended by amending subsection (b)to read as follows:
"(b) The membership of the committee shall include one representative each from the American
Legion, Big Island National Guard Retirees Association, Big Island Retired Military
Association, [Club 100,] Disabled American.Veterans, I-Iawaii Island Veterans Memorial,
Inc., [4" -. - - . - : '. ': -, -' : -: - 'lub, Hawaii Island Women Veterans
Association,] Veterans of Foreign Wars, [the Veterans of the Vietnam War, the] Military
Order of the Purple Heart, [the] Korean War Veterans Organization,. [and the] Camp
Tarawa Detachment#1255 of the Marine Corps League,Navy League of the United States,
and the Combat Infantrymen's Association. The committee shall also include [three] one
at-large [members.] member."
SECTION 4. Material to be repealed is bracketed and stricken. New material is
underscored. In printing this ordinance,the brackets,bracketed and stricken material, and
underscoring need not be included.
SECTION 5. Severability. If any provision of this ordinance, or the application thereof
to any person or circumstance, is held invalid,the invalidity does not affect other provisions or
applications of the ordinance that can be given effect without the invalid provision or
application, and to this end the provisions of this ordinance are severable.
SECTION 6. This ordinance shall take effect upon approval.
