Your Committee on Finance, to which was referred Communication No. 355, reports as follows:
Communication No. 355, transmitted by Mayor Harry Kim, dated July 13, 2017, nominates
Mr. James Higgins of Council District 8 to the Hawai`i County Salary Commission.
Ms. Rose Bautista, Executive Assistant to Mayor Kim, introduced Nominee Higgins. Mr. Higgins is a
retired stockbroker of 44 years. He was also Chair of the Kona Hospital Foundation for 25 years and is
originally from Oahu. He obtained a Bachelor of Science degree in Economics from the University of
Pennsylvania. He served in the U.S. Navy and has volunteered his time to many community events and
organizations, including football coach for Konawaena High School, Rotary Club, and the Water
Commission. If confirmed,he will serve a term ending December 31, 2019.
Mr. Higgins stated that it would be an honor to serve on the Salary Commission. Several Council
Members expressed support of his appointment to the commission.
Chair David informed Mr. Higgins that he did not need to appear at the Council meeting on August 16,
2017, for confirmation of his appointment.
Pursuant to Article XIII, Section 13-28 of the Hawai`i County Charter, there shall be a Salary
Commission, which shall consist of nine members appointed by the mayor with the approval of the
Council.
Your Committee on Finance is in accord with the purpose and intent of Communication 355, and
recommends confirmation of the appointment of James Higgins to the Hawai`i County Salary
Commission.
