Your Committee on Finance, to which was referred Resolution No. 245-17 reports as follows:
Resolution No. 245-17, transmitted by Council Chair Valerie T. Poindexter, via Communication
No. 370 dated July 14, 2017, authorizes the payment of funds of a later fiscal year and of more than
one fiscal year for a multi-year maintenance agreement for digital imagery and associated software for
the Hawai`i County Police Department.
The agreement authorizes a six-year agreement with Pictometry/Eagleview for a total cost of
$3,089,955. The digital imagery system would support E-911 response systems with enhanced area •
views, providing increased ability to identify and arrive at the accurate location.
Police Lieutenant Alan Kimura commented that the digital images provide the 911 responders to
accurately send officers or EMS personnel to the correct location. Funding for cost of the images
comes from the State 911 board so they are already budgeted and funded. There is no cost to the
County.
Council Member Dru Kanuha asked whether these digital images are island-wide and if other
departments may have access. Lt. Kimura stated that they have images from a previous contract that
just ended, and are now entering into a new six-year contract which will focus on the areas of growth
and development. Lt. Kimura stated that any of the county agencies can utilize these images through
the website.
Council Member Eileen O'Hara stated she understands that other departments are able to access the
images, and asked whether other agencies would have access use of the software for other reasons such
as real property tax. Lt. Kimura stated that they do share images with Real Property Tax Division,
Planning Department, or any other agencies who request it. He noted they identify areas, with input
from real property and planning, as to areas in which they foresee growth. He explained that
throughout the contract they make three flights every other year, which takes about a year for them to
fly the projected areas.

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 245-17, and
recommends its adoption.
