Your Committee on Finance to which was referred:
�Res. 12 0 FEDERAL' SCHOOL PROGRAMS,
Resolves that the Council, cognizant of the mandate
that the State of Hawaii 's constitutional spending
limitation will preclude the State from making up
the anticipated loss of Federal money, requests
President: Reagan to restore appropriations for
school programs in order that the 'he alth and well-
being
ell-
being of our low-income population will not be
burdened- with additional handicaps to their existing
disadvantaged status;

recommends Council approve and adopt Resolution 120 .
