Your Committee on Finance to which was referred:
Comm. 594 : CIVIL SERVICE COMMISSION MAKEUP
From Mayor Herbert T. Matayoshi dated December 2 ,
1981 informing the Corporation Counsel' s Office has
advised that the Attorney General ' s opinion on the
makeup of the Civil Service Commission should be
followed that : (1) the Commission should have five
members instead of seven (conflict between Hawaii
County Charter and -Hawaii Revised Statutes) ; and
(2) the members need not come from specified geogra-
phic areas .
This decision, therefore, mandates the County to
limit its Commission to five members and due to the
five-member makeup , eliminates the geographic
requirement. However, since the present Commission
members represent the areas of Hilo , Kau and Hamakua,
a member from Kona should be considered; accordingly,
submits for consideration and confirmation, the
appointment of James K. Akoni to the Civil Service
Commission;
recommends Council confirm the appointment of James K. Akoni to the
Civil Service Commission.
