The Committee on Finance to which was referred:
,SLP., Comm. 566 : SEXUAL ASSAULT SUPPORT SYSTEM PROGRAM REVIEW
From Legislative Auditor Harry A. Takahashi dated
November 3 , 1981 submitting for review, the report
on the Sexual Assault Support System which is the
first of four reports of programs currently under
review at the Office of Manpower Resources ;
after its review of the Sexual Assault Support System, concurs that
the program provides a vital service to the community. The Committee
also recognizes that the function of providing for the health and
welfare rests with the State as per Section 3 of Article IX of the
Hawaii State Constitution, and it is hoped that the program will
eventually be administered by the State. Until such time as this
occurs , it is recommended that the YWCA continue to pursue funding
from the State during the legislative session.
The Committee finds that the report , as submitted, is satisfactory
and that the amount of supplemental funding to continue the program
should be determined during the review of the next fiscal year' s
budget.
