Your Committee on Finance to which were referred:
Comm. 922: AMENDMENTS TO ETHICS CODE
(Bill 879) From Wilbert Lee, Chairman, Board of Ethics , dated
August 18, 1982, submitting for favorable considera-
tion, a bill amending the County' s ethics code,
Chapter 2, Article 8, Hawaii County Code, by
adding a new section requiring financial disclosures
of County officers and employees , in compliance
with the 1978 addition of Article XIV to the Hawaii
Constitution which mandates eachcounty to include
this provision in its code of ethics ;
�L 922. 1: From Finance Committee Chairman Tomio Fujii dated
November 19, 1982 submitting a copy of a comparative
analysis of each county' s attempts to satisfy the
financial disclosure requirements of the State
Constitution.
Informs Bill 879 requires all elected officials and
employees of the County to file an annual disclosure
and recommends the bill be amended to require
employees filing under the category of confidential
disclosures to submit biennium disclosures , requiring
elected officials and appointed employees to file an
annual disclosure;
recommends Council accept the recommendation of the Finance Committee
Chairman to amend Bill 879 to require employees filing under the category
of confidential disclosures to submit biennium disclosures rather than
annually.
Further recommends Bill 879 , 2nd draft, be passed on first reading and
referred back to Finance Committee for further review.
