Your Committee on Finance to which was referred:
Comm. 1073 : FINANCE COMMITTEE CHAIRMAN' S BUDGET MESSAGE
From Tomio Fujii, Chairman, Committee on Finance,
dated January 8, 1983 informing responsle budgeting
mandates that the Council predicate expenditures on
sound revenue sources and decisions be made on an
effective allocation process , a vital element being
an assessment of each community' s needs based upon
public requirements , desires and concerns .
Recommends the Council take the initial step by
reassessing all present vacant positions within its
control and that it requests the administration to
do the same within their jurisdiction for the
duration of the 1982-83 fiscal year, excepting
positions directly related to the public health,
safety and welfare programs ;
recommends Council accept the recommendations of the Chairman of the
Committee on Finance.
