With the-change of county administration in December 2016, an annual report dated November 30, 2016 was previously submitted by the outgoing Sister City Protocol Officer, Charmaine Shigemura. A copy of her report is attached herein. This report will cover activities under the Kim administration from December 2016 through June 30, 2017. Chair Poindexter and Council Members Page 2 of 5 Sister City Annual Report July 31, 2017 April 2017 — Don and Shirley David of Kailua-Kona graciously offered to be our citizen ambassadors to La Serena during their trip to our Sister City in Chile. They took with them a letter from Mayor Kim to Mayor Robert Jacob Jure, a gift box from Big Island Candies and a set of books on the art of hula. Upon their return, Mr. and Mrs. David submitted a report to Mayor Kim describing their visit to Mayor Jure's office and to La Serena. A copy of the report is attached herein. YURIHAMA CITY, JAPAN — Formerly Hawaii-Cho Resolution No. 400-96, dated October 16, 1996. The supporting organization is the Japanese Chamber of Commerce and Industry of Hawai'i (JCCIH). March 2017 - Mayor Masamichi Miyawaki, Director of Planning Mr. Terunobu Mori and their International Relations Coordinator and Interpreter, Julianna Keleher, made an official call on Mayor Kim, when they signed a reaffirmation of the Sister City Agreement. During their visit, the County also arranged a helicopter ride for the delegates to view the current lava flow as a courtesy and in appreciation for a previous monetary donation from the citizens of Yurihama City to assist residents of Lower Puna who were affected by the lava flow of 2014. Mayor Miyawaki's visit also promoted ground golf, a popular sport in Japan that began in Yurihama. Representatives from Parks and Recreation, Research and Development, Office of Aging, Office of Aging's Elderly Activities Division and others were invited to attend a demonstration of the sport, as well as to share its health benefits. Mayor Miyawaki presented the County with a new ground golf set during a dinner at Kenichi's Restaurant hosted by the County and the JCCIH. June 2017 — Members of the Halau `Unukupukupu under the direction of Kumu Pele Kaio from Hawai'i Community College were invited by Yurihama to perform at the annual Yurihama Hawaiian Festival. Ms. Amy Aoyagi accompanied the group to Yurihama, and presented Mayor Miyawaki with a gift and a letter from Mayor Harry Kim. The following day, Mayor Kim invited the delegation to a formal dinner at the Hilo Hawaiian Hotel to celebrate the 20th anniversary of our sister city relationship. Councilmember Aaron Chung and his staff assisted with the planning and organizing of the event. Gifts were exchanged between Wil Okabe on behalf of Mayor Kim and Shibukawa City Deputy Mayor Takeo Tanaka. Omiyage were given to each member of the delegation which included Shibukawa City Council Chairman Hiroyuki Nakazawa, Shibukawa City Director of Commerce, Industry and Tourism Department Junichi Kato, President of Ikaho Hot Spring Tourism Association Takahiro Omori, Executive Director of Ikaho Hot Spring Tourism Association Nobuaki Ito and two others. February 2017 — Ms. Amy Aoyagi and Mr. Tommy Goya met with the new Kim Administration's Managing Director Wil Okabe and Sister CityProtocol Officer 9 9 Rose Bautista to discuss the planning of the upcoming student exchange scheduled for August 23 -28, 2017. June 2017 —A delegation of 30 people from Kumejima and Okinawa led by Kumejima Town Mayor Haruo Ota visited Hawai'i Island to attend the 8th Annual Ocean Energy and Economic Development Symposium. This annual symposium and workshop was held on June 21-25, 2017 in Kailua-Kona with representation from the County of Hawaii, Natural Energy Laboratory, the local energy community, along with Okinawa, Japan counterparts including Sister City County of Hawai'i is an Equal Opportunity Provider and Employer. • - Chair Poindexter and Council Members Page 4 of 5 Sister City Annual Report July 31, 2017 leadership from Kumejima. In the past, the focus of the joint interest was the development of the next stage of ocean thermal energy conversion capability. With the advent of lower energy prices, this year's symposium program included many workshops on energy sustainability and economic development opportunities. Local energy guru Henk Rogers was a presenter at the Symposium, and hosted the Kumejima group at his Pu'uwa'awa'a Ranch and renewable energy development facilities. The group was impressed with the integrated photovoltaics, battery storage, and experimental hydrogen production and storage systems. As part of the symposium, Mayor Ota and his delegation made an official call on Mayor Kim. A dinner reception for the visiting group was held in Hilo. The local guests included representation from the various chambers, business leaders and energy companies, HELCO and Puna Geothermal Venture. The Sister City host organization, the Friends of the Natural Energy Laboratory of Hawaii, handled the logistics and coordinated the symposium and the hosting of the Kumejima delegation. Discussion on next year's symposium, mostly focused on economic development opportunities, alternate energy options, sustainability and health and wellness. Since this administration's final day in office is December 5, 2016, I am submitting the following report covering sister city activities from July through November 2016. OSHIMA ISLAND, JAPAN Resolution No. 146-62. August 2016 – Mr. Ken Kimura, paid a courtesy visit to the Mayor's Office on behalf of Ohshima Island. Mr. Kimura would be willing to act as the sister-city liaison for future activity with Ohshima Island. October 2016 –Through an email, Mr. Ken Kimura expressed an interest by the new administration to continue this sister city relationship. New Mayor is Mayor Toshihiro Mistuji and Vice Mayor Takehiro Kitta. Managing Director Randy Kurohara informed Mr. Kimura that there will be a new administration in December 2016. The county hosted a commemorative dinner attended by the visiting delegation, members of Hui Okinawa, former members of Hui Okinawa, former Hawai'i County Council members and staff from the Mayor's Office. September 2016 —A Hawai'i Island delegation that included representatives from Hawai'i County— Managing Director Randy Kurohara, Executive Assistant-Karen•Teshima, Research and Development Deputy Director Donn Mende and Council Chairman Dru Kanuha visited Nago City as one of the three destinations of their Japan mission that included 1) a visit to Tokyo to promote the new direct flight from Haneda to Kona by Hawaiian Air, and 2) a visit to Kumejima to attend the 7th Annual Ocean Energy Symposium and Workshop. The visit to Nago City was to commemorate the 30-year sister city relationship between Hawai'i County and Nago City. The group, that also included BIVB Executive Director Ross Birch, Past President of JCCIH Tommy Goya, and Director of Friends of NELHA Candee Elsworth also met with the Mayor and Council Chair of Nago. The Honorable Dru Kanuha Page 3 November 30, 2016 October, 2016 —Yurihama hosted a delegation from Hawai'i Island — Deputy Managing Director Bobby Command, Council Chair Dru Kanuha and Incoming President of the Japanese Chamber of Commerce Steve Ueda. The visit was a renewal of the relationship that has been in place for the past 25 years. They also explored ways to expand this relationship from cultural and friendship to one that would be of economic benefit to both. The delegation met with the Mayor and Council Chair of Yurihama as well as various business leaders. SHIBUKAWA CITY, JAPAN (Formerly Ikaho-Machi Resolution No. 16-97, dated January 27, 1997. The students stayed with local families and participated in school activities at Sumoto High School. The adults met with the Mayor and Council Chair of Sumoto City and other government officials, as well as members of Sumoto International Association to reaffirm the sister city relationship..over the past 16 years. Our Chilean guide, Barbara arranged for us to visit Mayor Roberto Jacob Jure's office. We met with Catherine, his assistant. We presented the letter, Big Island Candies, and Hula books that were gifts from you as well as coffee, macadamia nuts, and tea grown in West Hawaii. Catherine was very welcoming and she said that you would be receiving a thank you from Mayor Jacob. Barbara gave us a very nice tour of La Serena and the neighboring town of Coquimbo. La Serena is a much larger city than we anticipated. It is the second largest city in Chile. There are several universities, large shopping malls, and a lovely Japanese garden. It's historical architecture, including the city hall, is neoclassical. This is unlike the Spanish architecture seen in other parts of South America. Like Hawaii Island, it is located on the Pacific Ocean, is prone to earthquakes and relies on tourism. The metropolitan area includes Coquimbo, the port city of the region. We understand that la Serena is Hawaii County's sister city because it is home to our Gemini telescope twin and because of connections with the Roman Catholic Church. Since we were only in La Serena for one day we did not have time to visit the Gemini observatory. We did visit the Cruz del Tercer Milenio (Third Millennium Cross) in Coquimbo sitting on a hilltop 698 feet above sea level. This monument is a 273-foot concrete structure in the shape of a cross carried out with approval of the Vatican by the Coquimbo government in honor of the 2000 jubilee of Jesus Christ. It is considered the largest monument in South America. We are including some photos of our visit with this letter. Thank you for the letter of introduction and gifts for our sister city.
