, i Comm. 1424 : AMENDMENT RELATING TO IMPROVEMENTS BY ASSESSMENTS
(Bill 1048) From Director of Finance Stanley A. Nakamae dated
November 25 , 1983 , submitting for review and
appropriate action, an ordinance bill amending
Chapter 12 of the Hawaii County Code 1983 , Relating
to Improvements by Assessments.
The more important amendments provide for the
issuance of registered bonds instead of bearer bonds
as required by Federal law, removes the requirement
that a petition by 60 percent of owners apply only
to subdivisions created prior to March 1, 1967 ,
removes the 8 percent interest rate ceiling, and
repeals provision relating to replenishment of the
reserve fund to conform with Section 46-81, HRS;
recommends Council approve and adopt Bill 1048 on first reading .
