Your Committee on Finance, to which was referred Communication 1593
from Mayor Herbert T. Matayoshi dated May 11, 1984, relating to the
implementation of the parking meter enforcement plan, reports as
follows :
Communication 1593 requests Council ' s favorable action in
establishing a position of Parking Meter Violation Enforcer to
alleviate Downtown Hilo' s long standing parking problem.
Discussion addressed the parking problem in general. In particular,
a representative of the Downtown Improvement Association emphasized
the need to remedy the abusive parking practices that presently
exist. Preferred parking stalls are frequently occupied by employees
of Downtown Hilo merchants making customer parking difficult. The
lack of meter enforcement contributes to over-extended parking in
metered stalls located in time limit parking areas .
The following questions were raised as to potential solutions to the
problem: -
1. Could the parking meter enforcer, presently employed, provide the
needed service? What is the cost of a three-wheeled vehicle which
would facilitate his mobility?
2. Could this servicebe contracted out? If so® for how much?
3. Could the Police Department assist in providing this service?
4. Could the Downtown Improvement Association educate its employees
as to the need to keeping preferred parking stalls for customer
use only?

Your Committee on Finance recommends acceptance and referral of
Communication 1593 to the Mayor for implementation; further that the
Mayor consider utilizing the services oftheCounty' s parking meter
enforcer, Police Department, or consider contracting out this service
for a 6-month trial period.
