Your Committee on Finance, to which was referred Resolution 965-84,
reports as follows:
Pursuant to Section 3-14, Hawaii County Charter , interim amendments
to the Salary Ordinance may be made by resolution.
Resolution 965-84 amends Section 8.01(a) , Office of the County
Council, of the 1984-85 Salary Ordinance as follows:
1. Delete one position of Account Clerk SR-10 .
2. Reallocate one position .of Clerk-Typist SR-8 to Senior
Clerk-Typist SR-10.
Section 46-32, Hawaii Revised Statutes , allows the council of any
county to appoint and employ personnel as it deems necessary and to
prescribe their powers, duties, and compensation. All such
personnel are to be exempt from the civil service and position
classification plan. The provisions of Section 46-32, HRS, are met
by this action as no new civil service tenured employee will be
hired.
The affected positions are located in the Legislative Auditor 's
Office. Upon the transfer of the incumbent Account Clerk, an
assessment of workload, duties and responsibilities of the remaining
clerical staff revealed that the limited accounting and personnel
work could be absorbed by the existing staff .

The result of the deletion of the Account Clerk and the reallocation
of the Clerk-Typist to a Senior Clerk-Typist will result in an annual
cost savings of $12, 348. Such efforts are in keeping with the
Council ' s emphasis for improved productivity and efficiency.
