Your Committee on Finance, to which was referred Resolution 974-84,
reports as follows:
Pursuant to Section 3-14, Hawaii County Charter , interim amendments
to the Salary Ordinance may be made by resolution.
Resolution 974-84 amends Section 8 .03, Family Support Division,
Office of the Corporation Counsel, of the 1984-85 Salary Ordinance
as follows:
1. Delete one position of Deputy Corporation Counsel LG-1
(1/2 time) .
2. Add one new position of Para-Legal Assistant SR-18 .
The Family Support Division, with its substantial case load, needs
another para-legal to conduct initial financial reviews of obligors,
contact delinquent obligors or those up for review, and assist
attorneys for hearings and trials . This will allow attorneys to
devote more of their time to obligor negotiations , court
proceedings, and enforcement techniques . The deletion of the Deputy
Corporation Counsel position will result in an annual cost savings
of 112,000. The new para-legal position, which is 70% Federally
funded and 30% County funded, will cost 117 , 136 annually. Funds are
to be derived from departmental funds. The net annual cost increase
of these actions will be 15 ,136.
Your Committee on Finance concurs with the intent of
Resolution 974-84 and recommends its adoption.
