Your Committee on Finance, to which was referred Resolution 989-84,
reports as follows :
The purpose of Resolution 989-84 is to appropriate $75,000 for
fencing the perimeter of Panaewa Zoo. The U. S . Department of
Agriculture requires such action to provide greater security for
endangered species .
Ordinance 84-32, the Capital Budget for fiscal year 1984-85,
appropriated
$75 ,000 for the project with bond proceeds as the
funding source . Bond proceeds, however , are not available; thus, the
administration is recommending that funds be transferred from the
Papaikou Recreation Facility account . The Papaikou project cannot be
undertaken because of insufficient funds . Funds will be on loan to
the Panaewa project and returned to the Papaikou project at a later
date.
Your Committee on Finance concurs with the intent and purpose of
Resolution 989-84 and recommends its adoption .
