Your Committee on Finance , to which was referred Bill 375 , reports
as follows:
Bill 375 proposes to amend Ordinance 86-63 , the Operating Budget for
Fiscal Year 1986-87 , by increasing revenues in General Fund Account
No . 3609 .12 , Fund Balance from Previous Year - Liquor , by
$382,749 .69 and appropriating same to Account No .
010-251-5251 . 33-115 , Lagoon Office Purchase .
The total amount includes the purchase price of $375 ,114 and a
pro rata share of the following costs:
Escrow Fee $ 870 .00
Appraisal Fee 555 .00
Common Area Use Deposit 3 ,962.67
Window Covering 2 ,248 .02
Total $7 ,635 .69
Your committee discussed Communication 1137 , with accompanying
Bill 375 , as an item under new business . -Being as the fiscal year
is coming to an end and the passage of bills require two readings ,
this matter was brought before your committee for discussion'
purposes only because the referral did not allow enough time for its
inclusion in the committee agenda .
The following are some of the highlights of the discussion that took
place:
Councilman Dahlberg questioned whether part of the $382 ,749 .69 could
be used to cover the $200 ,000 of the County 's commitment to the
Hawaii Housing Authority for the Kealakehe housing project .
Councilman Dahlberg did submit proposals to accomplish the housing
appropriation .
Councilman Schutte stated that he and other Councilmembers were
satisfied with the intent of Resolution No . 311-87 , as amended . He
felt that the resolution fulfilled the obligation imposed upon the
County.

The Finance Director indicated that the projects and purposes for
which the funds would be appropriated for rests as a Council
prerogative . The administration has submitted its recommendation
and should the Council concur , funds could be used for other
relocation efforts .
Finance Director Joseph Andrews testified that the $1 .7 million
appropriated for the moving of County agencies was not limited to
the purchase of rooms at the Lagoon Centre . It included the
movement of other agencies , such as the Civil Defense to the Public
Safety Building.
Managing Director Eugene Tiwanak reinforced some of the points
brought up by the Finance Director and said that he was satisfied
with the Council 's action in regard to commitments made toward the
Kealakehe housing plan and the proposal to utilize liquor funds .
Corporation Counsel Ronald Ibarra indicated that the use of liquor
fund balances have been questioned by legal representatives of the
Maui liquor dispensers . Maui County has had to reimburse its liquor
fund balance to the liquor dispensers . In the case of the County of
Hawaii , such fund balances have been earmarked for new facilities
and Bill 375 proposes to reimburse the County for the acquisition of
the new liquor facilities located at the Hilo Lagoon Centre .
Other Councilmembers were in general agreement with the intended use
of the funds .
Your Committee on Finance forwards Bill 375 to the Council for
discussion and disposition with no recommendations .
