Your Committee on Finance , to which was referred Communication
No . 1107 reports as follows :
Communication No . 1107 from Mayor Carpenter is to inform the Council
of the County 's obligation for salaries , wages and benefits , as
determined by collective bargaining agreements . The total impact
for the first year is $1 ,705 ,603 , of which $1 ,500 ,000 has been
budgeted, and Unit 12 (police ) settlement will bring the total
requirements for the first year at $2,000 ,000 . The Mayor has asked
the Council to consider the cost items in the course of deliberating
the proposed 1987-88 operating budget .
Your committee heard from members of the HGEA negotiating committee
who requested favorable consideration of the cost items , as agreed
upon .
Pursuant to Section 89-10 (b )_, Hawaii Revised Statutes , "all cost
items shall be subject to appropriations by the appropriate
legislative bodies The State legislature or the legislative
bodies of the counties acting in concert , as the case may be , may
approve or reject the cost items submitted to them as a whole. If
the State legislature or the legislative body of any county rejects
any of the cost items submitted to them, all cost items submitted
shall be returned to the parties for further bargaining. "

Your Committee on Finance recommends approval of the cost items
consisting of wages and other costs resulting from negotiations held
with the Hawaii Government Employees ' Association (HGEA) , United
Public Workers (UPW) , and the Hawaii Fire Fighters ' Association
(HFFA) , covering bargaining units 1, 2, 3 , 4 , 11 , and 13 . This
approval includes excluded employees of the affected units , as well
as the Department of Water Supply, federal/state/county employees ,
and employees belonging to the excluded managerial compensation plan .
