Your Committee on Finance , to which was referred. Resolution
No . 311-87 , reports as follows:
Resolution No . 311-87, introduced by Councilman Schutte, agrees to
participate in and supports the development of the master plan for
the Kealakehe Planned Community through in-kind services and
contributions which would be equivalent to the requested $200 ,000
contribution; further , should the need arise in the future for
additional direct resources to ensure the completion of the master
plan, the County agrees to provide the outstanding portion of its
contributions in cash, provided funds are available .
To address the existing and future housing need in the West Hawaii
area , the State of Hawaii , through its Hawaii Housing Authority, and
the County of Hawaii , through its Office of Housing and Community
Development , are proposing the development of a mixed use planned
community at Kealakehe , North Kona, which is consistent with the
County General Plan and its Land Use Pattern Allocation Guide Map .
The project will be developed over a 20-year period and involves the
long-term commitment of resources to plan and implement the overall
master planned community.
The concept of "in-kind" services was discussed at length by your
committee .
Your Committee on Finance concurs with the intent of Resolution
No . 311-87 and recommends its ado ion .
