Your Committee on Finance , to which was referred Bill 357 , reports
as follows:
Bill 357 proposes to amend Ordinance 86-64 , the Capital Improvement
Budget for Fiscal Year 1986-87 , by increasing the following
appropriations:
Mooheau Bandstand • [ $25 ,000 ] $125 ,000

Pahala Community Center [$500 ,000 ] $556 ,365

Funds shall be provided from the Fund Balance Account 2271 .00 of the
Capital Projects Fund . -
The Mooheau Bandstand is presently barricaded and not being used by .
the public . The roof structure is in need of repair at an estimated
cost of $110 ,000 , which includes design costs . An additional
$15 ,000 is needed to resolve. an asbestos problem .
A total of $570 ,000 was available for the Pahala Community Center ,
prior to its going out to bid. A total of $18 ,365 has been expended
as follows: HELCO service charges - $4,762; printing of plans -
$1 ,403; and the Department of Water Supply facility charge - $12,200 .
The low bid was $583 ,000 . There is a need for an additional $31,365
to meet the low bid.. Also , a contingency reserve of $25 ,000 is
required. The additional request is $56 ,365 .
Your committee heard public testimony in support of the proposed
expenditure to renovate the Mooheau Bandstand. The bandstand has
been a long standing monumenttoDowntown Hilo .

The Hawaii Redevelopment Agency explained that the Mooheau Bandstand
is within the redevelopment boundaries . While there is concern that
the Ponahawai Street Extension to the Bayfront Highway may result in
the relocation of the bandstand , the HRA has no plans for relocation
of the bandstand; however , it is included as a renovation project .
Council Chairman Yamashiro indicated that it was his understanding
that the Ponahawai Street Extension included plans to relocate the
bandstand . He further indicated that he would prefer providing the
funds to HRA rather than expending the funds toward renovating a
facility which would eventually be disassembled for relocation .
The Deputy Chief Engineer was not able to comment on plans for the
extension of Ponahawai Street and was asked to report his findings
to the committee at its next scheduled meeting.
Testimony from a representative from the Mainstreet program also
concurred that funds should not be expended on projects which are
planned for relocation. As presented to the Council , Mainstreet is
a program rooted to historic preservation . The Mooheau Bandstand is
noted as a gathering place; as such , it is very much a focal point
any Downtown Hilo . Mainstreet would not be in favor of a y effort to
remove the bandstand .
It was suggested that HRA should review its plans to insure that it
is consistent with the efforts to renovate the bandstand as a
permanent structure in Downtown Hilo .
Your Committee on Finance recommends that Bill 357 be passed on
first reading and referred back for furt er review.
