Your Committee on Finance , to which was referred Bill 345 , reports
as follows:
Bill 345 proposes to amend Ordinance 86-64 , the Capital Improvement
Budget for Fiscal Year 1986-87 , by increasing the appropriation for
the following project:
5296 .16 KAILUA POLICE STATION $348 ,000
Funds for this project shall be provided from the Bond Fund Fund
Balance .
Based upon the proposal of the Kealakekua Business and Professional
Association to the full Council on April 1st that the County
consider the former Foodland Supermarket building in Kealakekua as
an alternate site for a West Hawaii police headquarters , Bill 345
was passed on first reading and recommitted to the Finance Committee .
The Association is of the belief that the Kealakekua site would best
serve the Kona population as it will be more central to all of Kona
and a substation in Kailua-Kona would suffice in meeting the police
needs .
Kealakekua is alleged to be the government center for Kona as
evidenced by the hospital and courts . Kailua-Kona is already overly
congested and location of government agencies in the general area
would only add to the congestion .
The Public Works Committee arranged to tour the Kealakekua site and
will be forwarding their recommendation .
Your committee expressed its concern that the gas pump is not part
of the funding; however , no further amendment has been recommended .
Should there be any consideration to reinstitute the gas pumps to
the scope of work , such pumps should be available to all County
agencies .

Your Committee on Finance is in accord with the intent and purpose
of Bill 345 and recommends that it pass second and final reading .
