No . 298''--87 , reports as follows :
The purpose of Resolution No. 29887 is to transfer and appropriate
$64 ,687 as follows :

010- 121-5125 . 21115 REAL PROPERTY CENTRAL SERVICE AGREEMENT
The transfer of funds is necessary to cover the County 's share of
the costs associated with the central technical , mapping and data
processing services provided to all counties by the City and County
of Honolulu. Although assessments have been revised, the Real
Property Tax Division is still without sufficient funds to cover the
cost of the new contract . .
Your committee has been furnished with detailed analysis of the
actual costs incurred in 1985-86 , the original proposal , and the
revised cost sharing agreement (See attached Exhibit A) .
The basic agreement reached is as follows:
For Technical Services, Honolulu would bear 85 percent of the
costs . The other counties would bear 5 percent each . This will
be initially for three years .
Changes for Mapping will now be based on the volume of changes '
generated by each county rather than on the number of draftsmen
assigned to each county in relationship to the total number of
draftsmen employed by Honolulu .
Data Processing will be according to the computer usage for the
real property system.

Pursuant to Section 10-9 of the Hawaii County Charter , the Council ,
by resolution, may transfer part or all of any unencumbered
appropriation balance from one agency to another .
Your Committee on Finance is in accord with the intent and purpose
of Resolution No . 298-87 and recommends its adoption .
