Your Committee on Finance, to which was referred Resolution
No. 293-87 , reports as follows :
The purpose of Resolution No. 29387 is to amend the Salary
Ordinance as follows:
Section 8 .08 (g) . TRAFFIC SERVICES DIVISION. DEPARTMENT OF
PUBLIC WORKS
1 . Reallocate one position of Clerk-Typist SR-8 to Account
Clerk SR�10 .
The reallocation of the Clerk-Typist SR-8 to Account Clerk SR-10 is
justified on the basis that the Clerk-Typist at the County Baseyard
is doing work comparable to an Account Clerk .
The Traffic Services Division is without any administrative staff
position which relates to recordkeeping of the division 's accounts .
The incumbenthas been given full charge of most of the division 's
accounts since 1982.
Assignment of recordkeeping responsibilities to higher level
personnel would not be cost effective as it would result in a less
effective utilization of manpower .
The Chief Engineer has certified that sufficient funds are available and
the Director of Finance has certified to the accuracy of the information
and the availability of funds .
Pursuant to Section 3-14, Hawaii County Charter , interim amendments to
the Pay Plan may be made by resolution .
